The binding — one line changes
+ New appraisal dialog, as on AppraisalsThe binding dialog is the entire “go national” action: pick a different jurisdiction pack. The rail, database, Studio, versions, and delivery lineage are jurisdiction-blind.
Coverage honesty — Explorer over Chaffee County
layers appear only where coverage is live“Owner suppressed (§25.025)” never appears here — suppression is a Texas jurisdiction rule applied by the tx-core pack, not product behavior. Each state’s disclosure rules ride in its pack.
Per-parcel source stamps work unchanged: TAX_YEAR 2025 · Chaffee County GIS · DATE_ACQ 2026-05-02
What the Colorado pack adds & discloses
JURISDICTIONSubject-stage fields
Decreed water rights are a structured, provenance-stamped fact group the pack adds to the same Land & site facts section — the Texas job never sees these fields.
Report-stage disclosures
The pack contributes a Water rights & ditch company narrative region and swaps the certification’s licensing paragraph for Colorado language (right). The report shell, exhibits, versions, and outputs are untouched.
Credential & certification
People can hold credentials in several states; the job binds to the one matching its jurisdiction, and delivery snapshots that credential.
Everything else — unchanged, on purpose
Overview → Subject → Comparables → Analysis → Report run exactly as in 26-1041: the same editable Report Studio, in-document suggestion review, named versions with exact capture, and Word / PDF / print / deliver lineage.
The proof: the national claim costs one jurisdiction pack per state — coverage honesty, disclosure rules, and certification language ride as data through an architecture that never asked which state it was in.
